EV Infrastructure concession contract heads of terms launched for Local Authorities

The Local Electric Vehicle Infrastructure (LEVI) Support Body has launched a concession contract Heads of Terms for Local Authorities.  These have been developed through the LEVI Procurement Forum, chaired by the Office for Zero Emission Vehicles (OZEV) and convened by Cenex, PA Consulting and Energy Saving Trust.

The Heads of Terms fill a gap in guidance for Local Authorities seeking to deploy Electric Vehicle Infrastructure (EVI) with investment from both the private sector and the LEVI Fund.  It will support those looking to procure EVI by laying out key contractual and commercial principles, considerations, options and recommendations.

The latest version of the Heads of Terms are now available on the NEVIS website here. Furthermore, the guidance was presented and discussed at the LEVI Roadshow on 27th April – videos of the event can be accessed by Local Authority Officers via the Knowledge Repository.

Chris Rimmer, Infrastructure Strategy lead at Cenex said “Our aim throughout this exercise has been to balance getting the best for Local Authorities in upcoming EVI procurements with a consistent and common-sense approach that enables the industry to thrive.”

Dominic Gibbeson, Partner at PA Consulting noted “Historically, grant-funding has been used by LAs to fully Own & Operate EV charging services for local residents and businesses.  We hope this guidance will help LAs to accelerate the commercialisation of, and investment in, local charging infrastructure.”

The Procurement Forum continues to work to develop a suite of complementary Technical Schedules and Key Performance Indicators to add additional guidance for LAs.
