Project Overview
UK Power Networks is expanding access to the ChargePoint Navigator tool to assist all 133 local authorities in its region with the planning and implementation of electric vehicle (EV) infrastructure through the LEVI Fund. This tool facilitates data-driven site selection and simplifies the deployment process.
Cenex is leading stakeholder engagement to ensure successful onboarding and adoption of the tool. This involves providing workshops, personalised one-on-one support, and ongoing customer guidance to help local authorities make confident, evidence-based decisions throughout their LEVI journey.
The Challenge
UK Power Networks (UKPN) aims to accelerate the rollout of electric vehicle (EV) charging infrastructure across its region through the Local Electric Vehicle Infrastructure (LEVI) Fund. While a large number of local authorities participated in the successful ChargePoint Navigator (CPN) onboardings, the remaining authorities have varying levels of preparedness, resource availability, and technical understanding. To maximise the impact of the £110 million in LEVI funding, UKPN needs a scalable, consistent, and user-friendly approach to support all 133 local authorities in planning, procuring, and managing their EV infrastructure.
The Solution
ChargePoint Navigator is a digital planning tool that supports local authorities throughout their LEVI journey, from strategy to site selection and procurement. Developed by Field Dynamics in partnership with UKPN’s Distribution System Operator (DSO), and with programme delivery support from Cenex, the project expands the tool’s reach and functionality across the UKPN licence area.
Cenex is leading the local authority engagement, onboarding, and support activities. This includes:
- Delivering five onboarding workshops with live demonstrations to help councils confidently navigate the CPN platform.
- Providing reactive customer support to resolve technical queries and encourage sustained use of the tool.
- Hosting up to 31 one-to-one meetings with LEVI Leads to offer tailored support and explore additional application areas of the tool.
- Coordinating programme delivery, including webinars, technical development sprints, and data workshops.
The platform is also evolving with features such as CPO access, sub-user accounts, additional datasets (e.g. parking bays, tree coverage), and enhanced reporting capabilities.
The Change
By expanding access to CPN and incorporating it as a long-term decision-making tool, this project provides a consistent framework for all local authorities. It facilitates faster, evidence-based deployment of EV chargepoints, enhances collaboration between councils and CPOs, and ultimately supports the decarbonisation of local transport networks.
The pilot program demonstrated that local authorities which utilised CPN in their LEVI applications achieved higher scores and made faster progress. Now, with coordinated support and improved tools, the entire UKPN region can benefit from this success.
Cenex’s efforts to engage local authorities in utilising the tool facilitate a broader impact on the deployment processes of EVI. This includes faster application times, improved two-way communication between LAs and suppliers, reduced costs, and enhanced visibility of digital datasets related to EVI.
